    What past admins failed to do in 29 years, Pres. Duterte did in 23 days.
    President Rodrigo Roa Duterte signed the Executive Order on the Freedom of Information (FOI) on Saturday night at The Marco Polo Davao. Presidential Communications Secretary Martin Andanar made the announcement at a press conference today in Davao City aired People’s Television (PTV) 4. The signing came on the 23rd day of Duterte’s presidency and two days before Duterte’s first State of the Nation Address (SONA) on Monday, July 25. Freedom of information had been one of Duterte’s campaign promises, noting that past administrations had failed to pass it despite repeated promises. Various attempts had been made to pass an FOI Law in Congress in the past 29 years but all failed. Former President Benigno Aquino had notably vowed to pass the FOI Bill but failed to do so because he did not certify it as urgent.
